The invention relates to the technical field of soil heavy metal pollution remediation, in particular to a method and a device for remediating soil by using a solubilization and emission increase mode. Citric acid is used as a solubilizer to remove heavy metal cadmium in the polluted soil to be remediated, and then water is added to form a citric acid/water system to leach the soil, so that the heavy metal is effectively removed; and the treated waste liquid is discharged through a waste liquid treatment and recycling device, so that the soil is remediated and the drainage increasing liquid is treated together.
