In this paper，the development status of fishing harbor economic zones all over China was firstly studied． A few problems in the development process of fishing harbor economic zones were identified． It is found that the derivative functions of many fishing harbors are poor，and the industrial development is still at low level． Moreover，the equipment and technology of many fishing harbors is backward． At last，the following concrete suggestions，including strengthening central guidance and overall arrangement of fishing harbor development，linking fishermen's business restructuring together with the small town construction in fishing area，enhancing the fishing harbors' infrastructural facilities，providing policy supports for the development of fishing harbor economic zones，and improving the opening-up level，are also proposed to solve the above-mentioned problems
