The invention relates to the field of daily chemical and the pharmaceutical industry, in particular to a carboxymethyl lactose as well as a preparation method and an application of the carboxymethyl lactose. The carboxymethyl lactose is shown in a formula I; and the preparation method comprises the following steps : reacting a lactose with a sodium hydroxide solution in an isopropanol solution for 2.5-3 h at 40-50 DEG C, adding chloroacetic acid to a reactant and reacting the chloroacetic acid with the reactant for 10-18 h at 50-60 DEG C so as to obtain the carboxymethyl lactose; the molar quantity of the added sodium hydroxide is 3-4 times larger than that of the lactose; and the molar quantity of the added chloroacetic acid is 2-3 times larger than that of the lactose. The carboxymethyl lactose can be used as a moisture absorption humectant. According to the invention, the carboxymethyl lactose obtained through an effective synthetic method has the advantages as follows : the lactose without moisture absorption and moisture-retaining capacity is changed into the carboxymethyl lactose with very good moisture absorption and moisture-retaining capacity, the carboxymethyl lactose can be used as a substitute of a humectant hyaluronic acid with expensive price in cosmetic humectants, and the cost is greatly reduced.
